Morning
Conference Room

Corwin entered the long room that was in one of the older portions of
the warren only to find it empty.  As he waited he stood at the window
looking out over the sea wishing that he could be out there with
Syngnath instead of about to face the Kataani delegation.  Hearing
voices approaching he knew that the time had come to begin.

He watched as the others filed in. Tanami and Sarilyn came in together
and joined him by the window.  Rellik joined them and stood beside
Sarilyn; their voices were low as they discussed last minute
strategies.
But they hushed as soon as the Kataani delegation arrived.

They were led in by the Emperor, followed by Barron Kiriisha and a few
other Kataani delegates whom Corwin did not know by name.

Corwin nodded as they entered, and when everyone had arrived he
suggested that they all find seats.  It wasn't surprising that the
Kataani delegation sat on one side of the table, while those from the
warren sat facing them.

Corwin stood at the head of the table and addressed them all, "Thank
you
for coming and agreeing to participate in these talks.  I hope that our
time will be fruitful.  I am grateful that the misunderstanding between
our two people has been corrected and the traitor responsible has
received justice, though sadly after causing the death of so many
people
on both sides."

Baron Kiriisha looked anything but hopeful as Corwin spoke, and his
obvious lack of attention and disdain for the Wingleader almost made
Corwin falter as he spoke.  But then he caught Tanami's eye and felt
instantly more confident. She was nodding as he spoke and gave him a
quick smile of encouragement.

"I would like to lay some ground rules for the negotiations. First, all
offers will be presented without interruption.  After each proposal is
made, there will be a recess to allow the parties time to discuss
amongst themselves.  Then the floor will be open for discussion.  All
who wish to address an issue must be recognized before speaking.  There
will be no shouting or addressing of one individual to another.  All
comments will be addressed to the entire body.

"After all proposals have been made, they will then be accepted or
rejected by the receiving party.  Proposals may also be tabled for
later
consideration.  Each party will return a list of acceptable proposals
to
the other side and further discussion may proceed until an agreement
has
been reached by both sides.

Corwin looked directly at the Emperor, "As you are the guests here, I
would like to offer the floor to the Kataani delegation to make the
first proposal."

The Emperor nodded once, but retained his seat.  "We find these
protocols acceptable.  These are consistent with our court protocols,
and as we see our onetime scholar Rellik among your number, we assume
that you are well-versed with these and that the negotiations will be
held in accordance with our ancient customs."  He then inclined his
head
toward Baron Kiriisha, who stood up to address the group.

"Noble delegates," Kiriisha began, "I will say at the outset that the
Empire professes the greatest regret at this terrible war that it was
forced to fight.  It is our hope in holding these discussions that
future misunderstandings of this type can be avoided."

Corwin and Tanami exchanged glances at the Baron's statement that the
Empire had been "forced" to fight the warren, but did not interrupt.
Rellik and Sarilyn were watching Kiriisha intently as he continued.

"Such misunderstandings have occurred in the past," the Baron
continued,
and have resulted in negotiations much like these, between our empire
and its neighbors.  It has been found that the most expeditious way of
resolving such conflicts is to allow the time-tested machinery of
Imperial Government to oversee the dealings of both parties."

Rellik sent a message to Sarilyn, by way of his seadragon Leviathan and
her dragon Lunath.  The message was that the Baron be asked to explain
what happened to those "neighbors."  For now, however, under the rules
which Corwin had laid down, no one spoke as the Baron continued his
presentation.

"It is our proposal, therefore," he said in a very formal tone of
voice,
"that Jasra Warren and its environs - including the city of Cabral and
the shoreline between them, extending inland to a distance of ten miles
- become an Imperial protectorate.  With the eventual goal, naturally,
that it become a province of His Majesty's Empire."

The Baron resumed his seat.  "We now welcome discussion of this point."

Corwin stood and cleared his throat.  "That is
an...interesting...proposal," he said. "And now, I call upon Sarilyn,
Lunath's rider, to present Jasra Warren's own opening statement."

Summary
Day 2
Morning

Corwin welcomes the Kataani to the negotiations, lays a few ground
rules, and invites the Kataani to state their proposal first.  Baron
Kiriisha proposes that Jasra and the surrounds become an Imperial
protectorate. Sarilyn is then invited to offer Jasra's initial
position.
