Spammers don't care if you send complaints. The messages are coming 
from botnets, and the sites are either run out of Russia or set up 
using "domain tasting" whereby the registrars let people use the 
domain for a few days before they have to buy it.

ICANN is talking about aboli****ng domain tasting.
