Because those who committed it are not themselves atoning for it.
Possibly, because they can't (for whatever reason).  Jesus told
his followers to imitate him, and he underwent death by torture
to atone for the sins of others, himself entirely sinless.

If you don't believe this, well, you don't have to.  But you can
at least stop trying to stick pins in Harry, who has never done
anything to hurt you.
