Be sure to take in to account the "and really means it" part. As I 
said, open carry is technically legal in California, but you'll be 
arrested for it regardless.

The proof is in the pudding, though. There's little practical 
difference between being arrested for open carry and being arrested 
for, say, disturbing the peace when the only difference between and 
the guy next to you is the pistol on your hip. Hence, the "and 
really means it" part.

Who cares? If allowing open or concealed carry causes no problems - 
and all credible evidence suggests that's the case - why restrict 
it? How many people *need* a television?
