No, however the Post Office (for instance - at least in my experience)
ascribes a city/town to every address, even if it's miles outside that
town's limits.

Conversely, railroads, with signs along the track, gave names to
"towns" (or something like that) where there weren't even buildings,
for train-order and control purposes ("Train 101 will take the sidiong
at Christie and await the passing of train number 23") - for instance:
