Since HDI doesn't include assets, I don't see why it would include 
liabilities.

Or the opposite. 

It's amazing how many people still take seriously the idea that the poor 
countries of the world are all going to hell because of overpopulation, 
despite fifty plus years of evidence to the contrary. It's gotten to the 
point where the doomsayers have had to stop talking about the threat of 
starvation and switch to the threat of obesity.
