It's getting pretty close to that, but there's no correlation with
state borders. You're as apt to be asked for "papers, please" within
your own state as in another. And especially likely to be asked when
attempting to travel a long distance, whether by plane or train. And
I've heard sometimes even by bus.
Not to mention when entering various buildings, getting a job, renting
an apartment, opening a bank account, donating blood, buying alcohol,
tobacco, or firearms, or voting. I've even heard of SF cons requiring it.
All it would take to successfully resist is a few percent of the
people consistently saying, "Sorry, I don't have anything like that."
"No, I don't drive. No, I don't have a pass****t. Sorry."
If it does become firmly established, the next step is for the
government to expand their no-fly list to a no-work list, a no-rent
list, etc., making it easy to make anyone into an un-person, with no
recourse. After all, it's only a driver's license, and driving is a
privilege, not a right. It's not like they were putting you in jail.
You're still perfectly free to do anything except work, travel, live
indoors, vote, go to court, or buy or sell anything.
