There's no law against not carrying, or even having, government-issued
picture ID.

Always, except when traveling internationally.

Sometimes they let me go ahead and do whatever, after some hemming and
hawing and telling me what a wonderful favor they're doing me just
this once. Other times, I'm prevented from doing whatever. Other
times (i.e. at work), I'm asked to show papers "later," and later
never comes.
