Hah!  Police would "secure the scene," which consists of waiting
safely outside until the shooting has stopped for a while and
they're pretty sure the shooter is dead.  (I'm not claiming this
is *completely* useless.  They can serve to keep other people from
unknowingly wandering into the killing zone.)
