In Virginia, identity theft and other forms of fraud are illegal, but
going through someone's discarded papers to read juicy gossip is not.
Perhaps it should be.  I know that it's commonly done by private
detectives.

Anyhow, taking discarded furniture, books, electronics, or pipe is not
an invasion of privacy, especially if you can't tell or don't remember
who discarded them.

What if you saw someone take furniture or an old TV you had put at
the curb?
