But as far as I know there was never a time without competing bids
*before* the zone rotation system and the three-year lead time.  At
least not within the past half century or so.

The only thing lacking is your reading comprehension.  "Any previous
time ... when there were no competing Worldcon bids" doesn't mean
that *every* bid was contested, it means that at every moment *some*
pending bid was contested.
