Happens all the time around here and is pretty much expected. I know
that one of our semi-neighbors periodically pulls a trailer loaded with
"stuff" up to edge of his property and sticks a sign up in front of it
that says "FREE (EXCEPT FOR TRAILER)". There's rarely anything left by
the end of the day. OTOH there's a difference between taking discarded
non-personal items and digging through the bags checking out discarded
mail, in my mind even if not legally. I'd certainly feel justified in
running someone off for the latter.
