All the towns/cities I've lived in, in Georgia, Florida and here in San
Antonio, it was/is illegal to remove items that have been set on the curb
for trash pickup.  Until it's placed on the curb it belongs to the
dwelling
occupant, once on the curb it belongs to the city.

From the San Antonio City Code:

Sec. 14-10.  Receptacles for residential refuse collection.
(i)   Scavenge or salvage.  It shall be unlawful for any person to
scavenge
or salvage the solid waste or recyclables without written consent of the
director of public works or without written consent of the generator of
the
solid waste or recyclables.

So, you can ask me if you can have something from my trash, but you'd
better
get it in witting.

Now, do I know of any one ever having gotten cited for removing something?

No.  I do know of one person calling the cops about someone going through
her trash and cops coming by.  The trash pickers were long gone by then.

And we've had this conversation before.
