You know, that's not what he said at all, and I suspect you know that as
well as anyone.
It would require a sea-change in jurisprudence, but yes, that COULD be
accomplished WITHOUT repealing the Bill of Rights. Might be more
realistic to call for two weeks as a minimum though.
Cases that were NOT straightforward obviously would not receive this
expedited treatment. The chief burden would be accurately determining
the limits of "straightforward".
Simple? No. Effective in deterring murders in general, and some specific
cases in particular? Oh yeah.
