Of course.  That's the nature of any hierarchy.  Most cardinals never
become pope.  Most senators never become president.  Most teachers
never become principal.  Most managers never become CEO.  Most
colonels never become general.  Most USPS employees never become
postmaster general.

As you can see, your software is still stuffing random hexadecimal
garbage into your messages.  Please fix.  Thanks.
