Perhaps going through someone's papers should be illegal.  But if
someone has discarded books or bookcases or a TV set, how is it an
invasion of privacy to salvage them?  It's not like I even keep track
of what was discarded in front of which houses.

Anything really sensitive, I either keep forever or tear up and flush
down the toilet.  I make sure that I don't discard anything I wouldn't
mind someone going through.

It's illegal to open cigarette packs wrong?  I'm no fan of Nazis -- or
of cigarettes -- but this just isn't right.
