I have memories of reading that in England in general, it was not
illegal to park on the pavement (as we call it) but it was to drive on
it.  Therefore, a driver could only be charged if they were observed to
drive the car up on the pavement to park it.  Presumably, otherwise it
could be argued that someone picked the car up and placed it on the
pavement.  I also remember that the article further said that in some
London boroughs, local bye-laws had made it illegal to park on the
pavement.

However, the road I walk up from the town centre to my house was
particularly bad for parked cars on the pavement but somehow there was
a blitz on this a few years ago, and it's now nowhere near as bad a
problem, so presumably they found some way of stopping this.  I walked
up the road just a couple of hours ago, and there was nothing parked on
the pavement, but that might just be because it was the middle of the
day, and most people were out at work.
