Feh - that's reasonably sane Edinburgh parking.  (I say "reasonably 
sane" because _that_ street is notorious for actual _double_ parking, 
that almost completely blocks the street - you can get a car past, but 
not an emergency services vehicle)(and they get ticketed regularly - 
which they complain about just as regularly. doesn't stop them)

Here's an example of French parking in Nice - she wanted to get past 
the plastic bollards/road dividers to park next to the cafe we were 
sitting in, but the policeman wouldn't let her (it was closed off for 
a big festival and only official vehicles were allowed through), so 
she just parked - PARKED - in the middle of the main carriageway and 
walked away from the car to do her shopping.
