Ah, believe it or not, they can't even get the police tow truck up 
that street - they need to get the truck in front of or to the side of 
the car they're going to uplift (depending on which kind of tow truck 
they're using) and there isn't space for a large truck to pass the 
double parked cars <g>.  I did watch a fire truck *push* one double 
parked car out of his road so he could get to a fire.  Don't think it 
did the car much good.

As I've noted before, if you tell a French driver "you can't park 
there" the answer would be "of course I can - I have"  ;-)
