Towing isn't an option?  There are dollies/trollies that fit
under a car's wheels and allow the tow operator to move the
target vehicle out of just about any location so as to get it on
the hook or the bed of the tow vehicle.

Add the inconvenience of having to go to some remote location to
retrieve one's car, and to pay towing and storage fees over and
above the parking violation fine, might help.

Of course, some people have found that a useful method of
disposing of an unwanted vehicle -- park it unlawfully, and wait
for it to be towed.
