A person's credit rating starts out as a neutral value since they have
no history, good or bad, for lenders to base their decisions on. It goes
up or down as they develop a history. If you've never borrowed anything
your rating is still neutral. If you suddenly wanted to borrow a lender
might be curious as to why someone your age had no credit history but
they'd still base their decision on that neutral rating.

No, although anyone you do long-term business with can send in a
verification request which gets recorded in its own category.

No idea what's usual. I've gotten about three over the last 25 years.
Never gotten the "AFNI scam" letter but apparently a lot of people do.
I've had bad information show up in my credit report twice. I was able
to get it removed over the phone both times.

Government agencies can query your credit report and they'd certainly
supply your SSN if they did. Employers can do so but they have to notify
you in advance, in writing and on a separate document to be compliant
with the law.
