Retailers frequently give low or no interest loans to individuals who
purchase goods from them. In some cases the purchaser can negotiate a
discount/rebate instead, in others they can't. Depending on the exact
numbers involved it's frequently better to take advantage of the
financing and keep your cash.
Borrowing to finance investments is a different question. It's certainly
possible to borrow money and invest it in such a way that you come out
ahead. People and corporations do this all the time. The problem is that
there's typically risk involved rather than "borrow at rate A and earn at
guaranteed, higher rate B."
