No.  Once you discard or abandon something, it's no longer your
property.  It belongs to whoever wants it and is willing and able
to carry it away.

This is a good thing, because it makes the world a wealthier place.
For instance it's far better to have a discarded TV set find a new
home and bring years of enjoyment to someone than for it to sit in
an overflowing landfill leaching toxins into the groundwater.
