Nowhere that I've lived has the law been as Sean stated.  It would be
a lot of work to figure out whether informal recycling is illegal in
more places than it's legal, but I would be very surprised if it is.

I'm not the one to ask, as I'm not the one who discards useful stuff.
I'm the one who salvages and refurbishes discarded useful stuff.

And, for whatever it's worth, I don't feel guilty when I do so, I feel
guilty when I fail to do so.  I often see discarded books, furniture,
electronic, etc., and just walk away because I have no use for it, no
space for it, or no way to get it home -- and I feel bad about the
waste, which I could have prevented.
