Incidentally, here's Arlington County's law:

    It shall be unlawful for any person to remove any refuse
    or recyclable material placed by the occupant of a dwelling
    for disposal or collection other than his own unless
    permission has been obtained from the occupant of the
    dwelling for such removal.
    (Ord. No. 83-22, 7-13; Ord. No. 87-2, 1-24-87)

PWC and Fairfax don't seem to have their laws online in an easily 
searchable database, but I'm betting they have similar rules.
