A dropped wallet is misplaced, not discarded or abandoned.

Wrong.  Trash you leave in front of your house is discarded.  If you
didn't want it permanently removed, you wouldn't have put it there.

If they're *not* willing to carry it away, they're not very good at
their jobs.

If you're willing to pay someone to haul it away, why would you object
to someone else hauling it away for free?  How would you even know
whether it was the trash hauling company or someone else who did so,
unless you watched the trash the whole time?  And why would you care?
It's gone either way, and that's what you wanted.
