I haven't seen any. I guess my ISP does a better job than yours at
blocking it. I get plenty of email spam, but very rarely see a spam
on rasff.

I don't think most spam is sent by any government. It is possible,
however, that governments deliberately refrained from combatting the
trillions (!) of fraudulent spams in hopes that the spams would cause
the net to self-destruct. And I have heard that they occasionally
send spam touting child ****, then arrest anyone who clicks on the
links, and charge them with a felony. (Google on "Roderick Vosburgh.")
I guess they either never heard of mail readers that automatically
click on all links or don't care. I agree that people shouldn't be
using such crappy mailreaders, but I think a ten year prison sentence
and having to register as a *** offender is an overly harsh penalty
for using Microsoft products.
But I strongly doubt most spam is sent by any government.
