In the case of credit cards, yes - if you don't carry a balance, and pay
your usage off completely with each month, you're getting an average of a
half-month's loan of whatever you spend on the card, completely interest
free to the borrower (although merchant fees do pay what amounts to
interest
on that time.)

Similarly, some merchants will eat the financing cost (ie "no payments til
next year, no interest if paid in full before that time" deals) as a
promotion.  

In part, both cases are gambling that you won't pay it off before interest
comes due; the latter often charge the back interest since the original
purchase date if not paid off in full prior to the first payment's due
date.
