No; some radio stations serve a single city, but no TV stations I can 
think of. The British TV regions are large swathes of the country (e.g. 
London and the South East) usually taking in several cities, not 
individual cities. There are twelve regions for England for the BBC, 
plus Scotland, Northern Ireland, and Wales, I think Scotland is four or 
six regions but I'm not sure. The independent channels are also split 
into similar regions.

Most of the channels serve the whole country, but show regional programs 
occasionally (e.g. London and the South-East get a different BBC local 
news program to say the North of England), and BBC Wales and Scottish 
Television get Welsh and Scots language programming, but the trend is 
towards more national services, not regional.

When Britain phases out analogue TV it's alleged that the signal quality 
of the digital services will improve, since more power will go to the 
digital channels. I suspect that what will actually happen is a 
compromise, with the total power less than it was in the analogue days, 
but more power for digital than at present.
