No. British terrestrial television is either regional or national. BBC 1
and ITV have regional programming while Channel 4 is replaced by S4C [1]
in most of Wales.

Incidentally the last 405-line VHF transmitter in the UK ceased
operation on 3 January 1984.

Which is a Welsh/English
        bilingual channel. On digital platforms Channel 4 is available
        like in the rest of the UK and the Welsh language programmes are
        on S4C Digidol.
