Regulatory details and definitions, which presumably vary with location.
At one time, in Oklahoma, a customer could demand a cash discount if the
merchant accepted credit cards without a surcharge for their use. The
merchant wasn't required to make the offer but was required to honor it
if requested. I'm not sure how the required discount was determined.
