There must be *someone* marketing a roundish full-colour
illuminated display of the right size and with a resolution of
some thousands of pixels. That could probably be set up
under software control to give about the right appearance.
Failing that... well, a suspension of tiny high-refractive-index
transparent prisms in a viscous transparent gel, with bright
white back-lighting, would do it.
