It was Laumer (you can read the story on the Baen Books web site)
but I don't believe it came from _Dangerous Visions_.

(And the "once done" isn't quite accurate -- I think you're conflating
two things:  First, that anyone with their papers not perfectly in
order was sent back to the back; second, that the protagonist, having
reached the front and gotten processed, then can't think of anything
else to do besides start over.)
