Not everyone gets a refund, or even a "tax stimulus rebate". For those
who do get the rebate, it's easily possible to have taxes due. The
rebate doesn't reduce the taxes due "April 15th", it's sent later. I
also haven't seen it stated that filing early will make the rebate arrive
any earlier.
