This makes sense to me.

Hal, however, prefers to hold off on the tedious business of
filling out the forms, even if he knows we'll get a refund.  Go
figure.  I can't figure out how to fill out the forms, so he gets
his way.

In this case, however, since we're seriously broke, he might have
been persuaded to file earlier, except that he doesn't have all
the numbers yet.  He gets a small payment (about a thousand
bucks) each year from helping run DunDraCon, and the lady who was
filling in as treasurer this year hasn't got the forms in the
mail YET.  So he filed for extensions.  

*sigh*
