Which means different things in different cities.  Something "inside"
Jacksonville FL may be a rural forest.  A quick look at transmitter
sites indicates that a lot of them are not, as you claimed, in "the
inner city."  In fact, quite a few are in the 'burbs.

In any case, you claimed that they were also "on top of as tall a
building as is available."  Looking at the Google map of the
transmitter and the associated shadows, the building looks to be one
story.  That aforementioned look at transmitter sites revealed that a
lot of them are *not* on top of tall buildings - even when the are
near downtown (see Columbus OH).

[1] A representative look only revealed two cities where there are TV
transmission towers are on top of tall buildings - Chicago and New
York.  Boston, KC, St. Louis, Memphis, Jacksonville FL, New Orleans,
Houston, DFW, Phoenix, SF, Seattle, Columbus OH, Cincinnati - all had
one or two story buildings at best for the base of the towers (judging
by shadows).
