In the UK, it seems as if the Inland Revenue don't send out forms every
year, if they think your cir***stances haven't changed.  They sent me a
form the year I retired, and haven't sent one since.  But even before
that, I didn't have to fill one in every year.

As I recall (someone who's filled one in more recently can correct me)
the UK tax year ends April 5th, and you have until September that year
to fill in your tax return for the preceding year if you want the IR to
calculate your tax for you, and February (I think) if you are going to
calculate the tax yourself.  (It's called a self-*****sment form.)
