DC is rather smaller.  It was originally a square exactly ten miles on
a side, and has since shrunk.

DC has very strict height limits.  The tallest thing in DC is the
Washington Monument at 555 feet, and they don't want any unsightly
antennas on that.

If an antenna has to be on a tall tower anyway, there's no great
benefit to placing the tall tower on top of ten story building
rather than directly on the ground.  Most big cities, unlike DC,
have skyscrapers.
