That's a widely accepted interpretation, coming mainly out of Keynes' 
_The Economic Consequences of the Peace_. 

I was recently looking at the beginning of a book arguing that Keynes 
was wrong. I didn't get far enough to form an opinion on whether it was 
correct, but if you are curious, it's:
