He kicked blacks out of the civil service.  He instituded the federal
income tax, falsely claiming that it was only for the wealthy.  He got

You're forgetting Hoover and Carter, among others.  Or do engineers
not count as intellectuals?

Intellectuals can do immense damage.  Especially utopian ones.
