If the stairs aren't defective, lawsuits on what grounds?  Being
injured isn't grounds for a lawsuit unless the injury was due to
someone's negligence or malice.

On the lobby level, maybe half the time.  On the sleeping room levels
and the garage levels, almost never.  Anyhow, since stairways always
let you go down and outside, nothing prevents a thief from going up in
the elevator empty-handed then down the stairs to the outdoors with
his loot.
