Apparently ( i don't have the reference handy, but i remember googling
to find the exact quote and hitting it)  Franklin did not, in fact,
say or write that.   If i recall correctly, it appears first in a
publication which Franklin either printed or edited, but did not
author.

Secondly, the most usual "full" version says "sacrifices essential
liberty for a temporary security" will soon have neither."
(Approximate, but not more than a word or two off; i'm sure the
meaning is accurately-stated.)
