The dike system was, as I understand it, under the control of the Army 
Corps of Engineers--hopefully if I'm wrong someone more knowledgeable 
will correct me. But what to do in an emergency was, I thought, 
basically under the control of the state and local government. So 
federal administrations were pretty much irrelevant to it.
