That's not unique to Judaism.  Many Christians believe that *everyone*
is actually a Christian in the sense of believing in the theology, but
that some people choose to side with Satan instead of with Jesus out
of sheer meanness.

Similarly with Marxism.  According to some Marxists, everyone believes
in class warfare, it's just that some people side with the bourgeoisie
rather than the proletariat because they're mean.

There's even some of that in Ayn Rand -- people who claim to disagree
with her philosophy are evil and lying, hate the good for being the
good, or at least are deliberately blanking out their perception
of reality.
