Does your town have a system of completely grade-separated bike paths,
allowing cyclists to get from anywhere to anywhere else without ever
encountering car traffic?  And is this system also completely free of
pedestrians who step into traffic without looking, or who walk their
dogs on the paths?  And it's lit at night?  If so, it might be safer
than on-road biking.  Otherwise not.

As I mentioned, Forester's _Effective Cycling_ has lots of references
to bike paths and bike lanes being less safe than on-road biking.
