Interestingly, the Philcon links on the PSFS.org site redirect to a
"NOT FOUND" page.  The real page is: http://2008.philcon.org/

The Philcon wiki page lists in addition to Picacio as a Guest, but
also "Special Guest of Honor will be Scott Christian Sava, the creator
of the web comic The Dreamland Chronicles." who oddly enough is not
listed on http://2008.philcon.org/
