Dahmer's neighbors noticed those weird smells when Jeff was cooking, but
didn't
do anything about them.  (He said his refrigerator was on the fritz.)
It's not a matter of just running an in-out counter on his visitors.

I don't know what she *thought*, but the story she said she believed was
that
the daughter - whom she didn't know was actually imprisoned downstairs,
and
thought had left home - was having babies she couldn't sup****t and
dropping 
them off at their grandma's house.

If you're a neighbor and you hear that the prodigal daughter has dropped 
off another bastard, is your first thought that the daughter is actually
imprisoned downstairs?

But in any case, you've snipped my actual point (mass evil not restricted
to any geographical/political/etc group).
