Because their neighbor was doing some kind of construction work, and
they couldn't tell quite what?  If I called the police whenever I
wasn't sure what one of my neighbors was doing, I'd never be off
the phone.

What does this have to do with anarcho-capitalism?  Last I checked,
Austria had a government.  And for 24 years that government did not
prevent, detect, or put a stop to what was going on.  (I don't blame
it for this failure, as the only way it could prevent such things was
by routinely and repeatedly snooping in everyone's basement.)
