If god is sovereign over life and death, then it's god doing it in
either case. In one case god is using an ancient ritual with a priest,
floor dust, holy water, swollen abdomens and barley flour to induce the
abortion, in another god is using a doctor and a comparatively modern
medical facility to induce the abortion.
According to the Bible, god puts all politicians in power as there is
only his will. This would include the politicians in power who legalized
abortion in the US (or those who kept it legal) and Stalin who made it
illegal in the USSR.
