The short story "A Woman's Work".  Done as humor (since there's even a
scene with a paid
actress climbing a statue to exhort the people to rise up, to innoculate
the common folk
in case a real rebel comes along).  About the only thing the Queen does
that violates the
list is have a son, but he's pretty incompetent and harmless, she knows
she's not going to
live forever and so needs an heir, and as soon as someone better comes
along she's quite
happy to see him suffer an accident which his new wife will no doubt
arrange.
